Severin Borenstein, a professor at Berkeley and chairman of a California Energy Commission panel that advises the agency on the state's fossil fuel market, answers the following questions:

The interview was conducted in connection with a public meeting on the competitive conditions in the fuel market, held at Harpa on 20 September 2016. The meeting was held in connection with the Competition Authority's market investigation into the fuel market.
