Complaint by Almenn umhverfisþjónusta ehf. and Tómur steypu ehf. concerning restrictions on competition in relation to access to gravel pits in Snæfellsbær.

The Competition Authority concluded that the circumstances surrounding and the content of the agreements that Snæfellsbær entered into when awarding licences for gravel mining at Breið in the summer of 2007 had a detrimental effect on competition and were contrary to the objectives of the Competition Act. The Authority ordered Snæfellsbær to terminate the aforementioned agreements, with effect no later than 30 December 2013. The Competition Authority also instructed Snæfellsbær to establish a new licensing regime for access to the Breið gravel pits, based on objective and reasonable criteria. The principle of equal treatment must be observed in the new arrangement, so as to prevent distortion of competition.
