
Over the past few semesters, the Competition Authority has been working to independently analyse the calculated benefits of its interventions. In connection with that work, the Competition Authority has Publish a discussion paper with a description of the methodology and assumptions. which the Competition Authority intends to use to assess the benefits of its intervention. Interested parties and others now have the opportunity to submit their views.
This analysis is based on OECD criteria., A guide to help competition authorities assess the expected impact of their activities. The criteria are based on the work of the OECD, academics, competition authorities in various member states, and previous research on the economic effects of competition enforcement. It also builds on the methodology used by the Competition Directorate-General of the European Commission in comparable analysis.
The Competition Authority has previously had the benefits of its activities analysed, but it is now planned to formalise the assessment and elaborate on it in a more detailed manner. It is proposed to publish the results of the benefit assessment annually.
Í Financial Plan 2024-2028 The objective is set out that the estimated annual benefit from the Competition Authority's decisions should average 0.51% of gross domestic product over the past 10 years. This objective has remained unchanged since 2018.
Í Audit of the Competition Authority's activities by the National Audit Office, published in August 2022, emphasised that regular evaluation of the benefits of the Competition Authority's activities will be used to define future priorities, objectives and performance indicators.
The European Commission applies OECD-based methods to assess the benefits of interventions by its competition department. The EC estimates that the direct benefits of the competition department's interventions amounted to between 12 and 21 billion euros each year, or the equivalent of approximately two to three trillion kroner.
As outlined above, the Competition Authority is publishing a discussion document at this stage of its work, giving stakeholders and other interested parties the opportunity to provide their views on the methodology the Authority intends to apply in its assessment.
